Bernard L. Carter passed away on May 30, 2026, in his cherished hometown of Washington, DC. Bernard’s life was a testament to enduring love, deep commitment to family, and unwavering strength of character. He was the youngest of five children. Educated in the D.C. school system and graduated from Eastern Highschool in 1967. He also studied at Federal City College. Bernard began his Federal Government career in 1966 and served in the Army from 1967 to 1970. Surviving the Vietnam War he returned to the United States and began his 35 year career as a Federal Police Officer. He retired from his Federal Employment in 2004.
Blessed with a big heart and a gentle spirit, Bernard journeyed through life with humility, kindness, and a quiet sense of humor that brought comfort and lightness to those around him. The halls of his childhood home rang with laughter and warmth, and those qualities followed him throughout every chapter of his life.
Family was the cornerstone of Bernard’s world, and his greatest pride was the bonds he forged, nurtured, and sustained over the years. He leaves behind two devoted daughters Amanda and Rita, who each carry on his legacy of resilience and kindness. His step-sons, John and Eric, remember him as a steadfast presence—always ready with encouragement, wisdom, and steady support. Bernard’s sisters, Joyce Carter and Barbara Carter, treasure memories of their brother’s loyalty, gentle wit, and the way he was always there to offer a helping hand or share a word of advice. Bernard will be missed by his grandchildren, nieces, nephews and friends.
The tapestry of Bernard’s life is also woven with the precious memories of loved ones who have gone before him. He now reunites with his beloved second wife, Rosalind Carter, whose partnership graced his days with deep love and companionship. He joins his brother, Roy V Carter; his sister, Alfreda Carter; and his parents, Roy and Margaret Carter. Their spirits are forever entwined in the enduring love of family.
Those who knew Bernard will never forget his thoughtful presence—how he would listen closely, making others feel seen and valued. Whether through quiet moments spent with family, or the traditions held dear across generations, Bernard’s impact is felt and will continue to be cherished by all fortunate enough to have been a part of his world.
