Joyce Yuen Chinsen, 72, left us peacefully on February 15, 2026. Born on June 29, 1953, in Salisbury, Southern Rhodesia where she lived until she moved, in 1992, to Washington, DC to work for the World Bank Group until her retirement in 2014.

Joyce leaves behind her oldest brother, I-Kuan, nieces; Pearl (William), Tsuilian (Wayne), Linda (John), Susan (Samson) and Jenny (Colin) and many grand-nieces and grand-nephews. She is pre-deceased by her parents, Hung Voy Chinsen and Pakman Yuen and her two older brothers Philip and Dat, and sister-in-law, Sun Yiep Chan, nephew, Colin and grand-nephew, Brandon and her friend Steve Zucker.

She was a devoted daughter, sister, aunt and friend always ensuring the needs of those around her were met first before hers.

She traveled for work and for leisure, throughout the United States, Canada, Europe, Africa and the Caribbean. Joyce was a beloved figure in her community, known for the warm hand-knitted scarves, hats, and blankets that she made and bestowed to all in her circle. Always given with a warm smile and a twinkle in her eye.

Joyce was generous in her support of her family and her friends, with a keen and observant eye of those around her. She mentored and inspired those around her with her hard work ethic and extensive knowledge which she shared with those who were lucky enough to benefit from working in her orbit. Despite her soft-spoken demeanor she was quick to call out any wrongdoing and had a sharp wit and disarming smile.

She will be deeply missed but lovingly remembered by all who had the privilege of crossing paths with her.
