Louis Lavell Savoy, affectionately known as "Billy," was born on July 17, 1956, in Clinton, Maryland. He passed away peacefully at the White Oak Medical Center on April 26, 2025, leaving behind a legacy of warmth, humor, and a love for the outdoors that touched the lives of many.
Billy dedicated his career to the Parks and Recreation Department, where he was known for his kind and welcoming nature. His colleagues and community members alike appreciated his great sense of humor and his ability to bring light into any situation through his clever jokes and playful spirit. He was the embodiment of hard work and joy, always staying busy in his yard, tending to his plants and enjoying the beauty of his surroundings.
Born and raised in PG County, Billy attended and graduated from Surratsville High School, marking the beginning of a life filled with treasured memories. One of Billy's favorite pastimes was spending quality time with family, especially moments shared down the Avenue where bonds were strengthened and laughter was plentiful. His family will always cherish these memories, including his love for classic Western movies, which he would watch repeatedly, a testament to his quirky personality and endearing habits.
In addition to his love for family, Billy found immense joy in outdoor activities. He loved fishing and crabbing, savoring the tranquility of nature and the thrill of a good catch. His passion for the outdoors extended to playing checkers, a game he enjoyed and often shared with those around him.
Billy is survived by his sons, Louis Savoy and Brandon Savoy; his grandchildren, Mathais, Cameron, and Lillyana; his brother, Mario Savoy; and sister Donita Blagman (Melvin). He was preceded in death by his beloved mother, Thelma Savoy; father, Rudolph Savoy; sister, Theresa (Trini) Savoy; and brother, Terry Savoy.
His nurturing spirit and warm smile will be profoundly missed by all who had the privilege to know him. As we remember Billy, we celebrate the caring father, grandfather, and cherished friend, whose legacy will live on in the hearts of those he touched.
