Richard Coulter Foster, lovingly known as "Dick," passed away peacefully on May 10, 2026, in Lorton, Virginia, at the age of 97. Born on February 12, 1929, in Marion, Ohio, to Harold Foster and Mildred Coulter, Dick lived a remarkable life filled with dedication to his family, community, and passions.
Dick’s professional legacy is deeply rooted in his transformative contributions to healthcare administration. As one of the earliest employees of Fairfax Hospital Administration, he played an instrumental role in its reorganization into what is now known as Inova Health System. His vision and leadership left an indelible mark on the region's healthcare landscape.
Beyond his professional achievements, Dick was a man of many interests and talents. A proud member of the Accotink Unitarian Universalist Church, he was deeply committed to social justice and community service. His love for nature was evident in his avid bird-watching pursuits, and he found joy in music, art, history, and culture. Known for his sharp wit and great sense of humor, Dick had a unique ability to bring laughter and lightness to those around him. He never passed up dessert and cherished sharing good food with the company of family and close friends.
Dick’s family was at the heart of his life. He is survived by his son Victor; daughter-in-law Sydney; and grandchildren Julian, Isabella, and Trinity. He was a loving father and a doting grandfather who took immense pride in his family’s accomplishments. Preceding him in death were his parents, Harold Foster and Mildred Coulter.
In addition to his professional and personal endeavors, Dick will be remembered for his playful spirit as a practical joker and for the countless ways he enriched the lives of those who knew him. His contributions to his community were vast and enduring—a testament to a life well-lived.
