Roxanne “Penny” Balling was born in Winchester in October 1954. She graduated from James Wood High School in 1973 and later worked as a medical and office assistant at Orthopedic Sports Medicine Associates.

She retired in 2024. She passed away at the age of 71 on May 27 in Fairfax, Virginia. She is survived by her husband of 46 years, Michael, and their two sons, Charles and William.

A celebration of life is planned for June 13 for family and friends.
