Thomas F. Kaplan, affectionately known as Tom, passed away on March 8, 2025, in Fairfax, Virginia. Born on May 10, 1951, in Mount Joy, Pennsylvania, he would go on to become a distinguished professional with over twenty-five years of experience in evaluating and improving management and operations within various federal agencies.

Throughout his career, Tom demonstrated an exceptional ability to direct, lead, and manage programs that focused on organizational change and workforce management within the U.S. Office of Personnel Management (OPM). His expertise not only guided the development and implementation of multi-sector workforce management rules and practices but also supported several key governmental organizations, including the U.S. Office of Management and Budget.

Tom's contributions to the field of human resources were significant, as he was the principal author of "The Human Resources Role in Managing Organization Change," published by FPMI Communications, Inc., in 1999, with a second edition released in 2003. He also co-authored the "Workforce Analysis and Solutions Process Model" in 2006 and published several notable works, including "Blended Workforce Management Model," "Analyzing and Balancing the Federal Blended Workforce," and "Multi-Sector Workforce Management Analysis and Insourcing Implementation Model." His final book, "The Many Endeavors of Thomas F Kaplan," was published in 2015.

In addition to his writing and consulting efforts, Tom was recognized for his specialties in areas such as Business Case Analysis, Lean Six Sigma, and Multisector Workforce Management. He received training from prestigious institutions, including the Army Logistics University and GM Automotive Training, culminating in his designation as a Lean Six Sigma Green Belt.

Beyond his professional achievements, Tom had a personality that endeared him to many, characterized by his vast knowledge and inquisitive mind. Friends and colleagues often marveled at his intellectual curiosity and breadth of understanding across various subjects.

Tom's military service was also a significant part of his life, during which he maintained wing personnel records and developed training programs for fellow unit personnel. His commitment to duty was a testament to his dedication to serving others.

He leaves behind his loving spouse, Janice A. Osthus-Kaplan; his son, Marc T. Kaplan; his sister, Linda Spannare; and his brother-in-law, David Spannare. Tom was preceded in death by his parents, Max J. Kaplan and Harriett C. Kaplan.

Tom had a variety of hobbies and interests that included electronics, radio repair, computers, video games, and an appreciation for classic radios and music. His passion for audiophile technologies and collecting tobacco pipes were also a reflection of his diverse interests.

Thomas F. Kaplan will be remembered as a respected leader, an insightful author, and a beloved husband, father, and brother. His impact on those fortunate enough to know him will continue to resonate through the countless lives he touched.
